HDOA is accepting applications for the Specialty Crops Block Grant Program for Fiscal Year 2021

The Hawaii Department of Agriculture (HDOA), Market Development Branch, is currently accepting applications for the Specialty Crop Block Grant Program (SCBGP) Fiscal Year 2021 – COVID. The HDOA will award $500,000 to Hawaiian proposals that improve the competitiveness of Hawaiian specialty crops. This additional funding was provided by the US Congress due to the impacts of COVID-19 on the food system. Under this program, the United States Department of Agriculture (USDA) allocated funds to each state based on the value of specialty crops produced in the state.

Special crops are defined by the USDA as fruits and vegetables, tree nuts, dried fruits, horticulture, and nursery crops (including floriculture). Much of Hawaii’s diverse agriculture falls under this specialty crop designation. Eligible plants must be grown or managed and used by people for food, medicine and/or cosmetic purposes to qualify as specialty crops.

The primary objective of this grant program is to support projects that could provide the highest measurable benefits or return on investment to the specialty crops segment in Hawai`i. Projects must improve the competitiveness of specialty crops grown in Hawaii, in domestic or overseas markets. Preference will be given to projects that measurably increase the production and/or consumption of specialty crops and/or promote the development of infant crops and organic operations.

Information on the Request for Proposals (RPF22-06-MDB) is available on the Office of Public Procurement website at: mains.ehawaii.gov. The application deadline is June 24, 2022 at noon.

Last year, HDOA awarded a total of $430,600 to 10 projects ranging from pest control for coffee production, floriculture marketing, ti leaf propagation, a food preservation training program and support programs for the cultivation of several vegetable and fruit crops, including taro. , mamaki, cocoa, Chinese cabbage and mustard and tomatoes.
